This Island has nothing except a Puzzle. What you have to do is move the Traingle around until it turns red. This has to be done quickly or it will restart:
This is easily done just dont walk into it and always touch the side closest to you
When it turns Red the island starts shaking and Deoxys Appears. Once you catch it, it will change to it's Speed Form
