Jirachi, The Wish Pokémon. Once every 1,000 years, the singing of a pure voice will rouse this Pokémon from its near- perpetual slumber. It wakes for only seven days. It's believed that when this Pokémon wakes from its 1,000-year slumber, it will grant any wishes written on the notes attached to its head.
Overview
Jirachi has not changed a lot and it still remains one of the most annoying Pokemon to face due to its signature flinches coming from it's Serene Grace boosted Iron Heads. Other than that, Jirachi's above average bulk and great defensive typing give it a place as is one of the most consistent checks for Pokemon like Togekiss, Toxtricity and Kyurem. While Jirachi is capable of being a decent revenge killer capable of checking slower threats, it is constantly let down by its lack of power which makes it unable to get past defensive checks like Seismitoad, Toxapex and Corviknight. Despite its shortcomings, Jirachi is very versatile and if you're really aiming to take advantage of its decent attributes, it will not disappoint.
Positives
Base 100 stats throughout the board grants Jirachi balanced stats and respectable bulk with a good defensive typing.
Jirachi is very versatile thanks to its expansive moveset that covers excellent coverage moves along with a reliable STAB on Iron Head and with excellent support moves like Stealth Rock & Trick.
Serene Grace is what makes Jirachi so annoying to face as it doubles the chances of secondary effects from moves to trigger. It is what basically makes its STAB Iron Head flinch the opponent 60% of the time.
Negatives
While base 100 Attack and Special Attack are decent, they are painfully average stats as even with a boost, Jirachi won't be able to tear through many teams.
Jirachi has serious 4MSS which means that he can't fit everything in one moveset and depending on the moves chosen, Jirachi will be walled to death by an specific type.
It's weakness to Ground, Fire, Ghost and Dark makes it difficult to switch into and doesn't helps that Cinderace and Dragapult are common on the current metagame.

Jolly Nature
Jirachi's only role on Singles is to flinch the opponent to death with its STAB Iron Head. Thanks to Serene Grace increasing its flinch rate to a 60%, anything not resistant to the attack will struggle to move for a while. U-turn is pretty much the move Jirachi should choose to escape any bad match-up against an opponent it can't reliably win against, like Seismitoad, and regain momentum in favor of its team. Trick allows Jirachi to hinder Blissey and Toxapex which improves its match-up against stall teams. Finally, Healing Wish is the preferred move on the last slot as this allows Jirachi to sacrifice itself to bring an ally into full HP with any status ailment healed. If you want to hit Ferrothorn decently hard, Fire Punch will do the trick since it will prevent it from setting up freely on Jirachi.
DYNAMAX
This Jirachi set focuses on checking the opponent's threats and flinching them into death although it doesn't gains anything notable from Dynamax.
EV and Items
Max Attack and Max Speed allows Jirachi to hit as fast and hard as it can. With a Choice Scarf Jirachi is able to outspeed Alakazam, Dragapult, Gengar and Choice Scarf Hydreigon.
Partners
Jirachi appreciates having partners that can deal with the Pokemon it cannot break through such as Seismitoad. Rillaboom is an excellent partner as it provides Grassy Surge terrain which weakens the effect of Ground type attacks aimed at Jirachi while checking bulky Water types that Iron Head cannot get through. Blissey is a solid partner as it checks Volcarona preventing Jirachi from being used freely as set-up fodder. Seismitoad does a great job on checking Rotom-Heat and use it as an opportunity to set up Stealth Rock making Jirachi's job easier. Sweepers like Terrakion, Volcarona and Gyarados appreciate having support from Healing Wish to replenish their HP and re-start their sweep.

Jolly Nature
This Jirachi set is meant to abuse Dynamax on its fullest and take advantage of its effects. Thanks to Jirachi's natural bulk, good resistances and coverage, it makes for a decent Dynamax sweeper that can take advantage of Weakness Policy once triggered. Aerial Ace is there to increase Jirachi's Speed when it becomes Max Airstream upon Dynamax. Iron Head is the most reliable STAB Jirachi and use and with a +2 boost in Attack along with some Speed boosts, Jirachi becomes incredibly difficult to take down. Drain Punch is the best coverage move Jirachi can get to complement its Steel STAB and hit Ferrothorn while healing against opponents like Snorlax. Zen Headbutt is Jirachi's secondary STAB allowing it to eliminate Toxapex before it tries to delete its boosts with Haze. If Seismitoad or Gastrodon are a huge concern, Jirachi can use Grass Knot to get past them once it Dynamaxes.
DYNAMAX
As mentioned before, you should aim to Dynamax as early as possible as this will allow Jirachi to gain the extra bulk needed to survive hits and activate Weakness Policy. Max Knuckle increases its Attack while Max Steelspike increases Jirachi's physical defense. Max Airstream allows Jirachi to increase its Speed and sweep the opponent once Weakness Policy is triggered. Max Mindstorm allows Jirachi to strengthen its secondary STAB while protecting it from priority moves from the likes of Bisharp. While Max Overgrowth is a specially based move, it is present on this set to allow Jirachi get past Gastrodon and Sesismitoad preventing them from walling this set.
EV and Items
Max Attack and Max Speed allows Jirachi to hit as fast and hard as it can. While max HP might look tempting to allow Jirachi tank more hits, Jirachi is already weak by itself so it appreciates having as much power as it can get.

Other Options
Jirachi can use a Wish support set similar to some of its classic older generation sets. However, it is safe to say that these sets are pretty outdated as Jirachi is unable to threaten hazard setters like Ferrothorn while being set-up fodder for Pokemon like Cinderace and Volcarona. A Substitute / Body Slam set can be useful as this allows Jirachi to fully exploit its 60% chance of paralysis while crippling Ground types such as Excadrill on the switch.
Countering Jirachi
Seismitoad will pretty much wall Jirachi to death thanks to its typing and excellent physical bulk allowing it to set up Stealth Rock and threatening most of its switch-ins with Scald burns. On a similar vein, Gastrodon and Quagsire will achieve the same.
Rotom-Heat walls Jirachi thanks to its quad resistance to Steel, bulk and typing. It also carries Thunder Wave and Will-o-Wisp to threaten Jirachi immensely. Volcarona will pretty much be able to use almost any Jirachi set to set up Quiver Dance and threaten the opponent with a sweep.
Excadill deserves a mention due to its resistance to Steel, immunity to Thunder Wave and STAB Earthquake to destroy Jirachi.
