Overview
Lickilicky is an odd choice for a team. While it does have a useful ability in Oblivious which prevents Taunt, access to excellent support moves like Wish and great bulk, Lickilicky is completely inferior to Chansey who simply outclasses it with higher bulk, to Clefable who has a better defensive typing or even to Mega Audino which possesses a better pre-Mega ability in Regenerator. Take into account that if you wish to add Lickilicky to your team, you will be pretty much playing with an inferior Wish passer.
Positives
110 / 95 / 95 bulk makes Lickilicky pretty bulky and difficult to take down.
Access to great support moves like Heal Bell and Wish allows Lickilicky to support its team with recovery and healing status ailments making it a decent choice for a cleric.
Oblivious grants immunity to Taunt which gives Lickilicky a great matchup against phazers that try to attempt to stop its Wish passing.
Negatives
As a cleric, Lickilicky is simply outclassed by Clefable who has more support options, a better defensive ability in Magic Guard and a better typing. Chansey, also has much better bulk thanks to Eviolite and a more useful ability in Natural Care. Even on lower formats, Audino can Mega Evolve and has higher durability thanks to Regenerator. Compared to these three, this makes Lickilicky heavily outclassed as a cleric option.
Its typing is not that great defensively due to the lack of resistances which makes Lickilicky pretty much take strong neutral hits which affects its durability.
Despite having a wide moveset, its cleric sets are very predictable which doesn't really allows a lot of improvisation when using Lickilicky.
It's weakness to Fighting means that pretty much any STAB Fighting type will be able to heavily dent Lickilicky.
Due to the fact that Wish and Heal Bell are event only moves that were obtainable on an old Gen 3 event distribution, this makes it almost impossible to obtain a legit Wish Lickilicky on cartridge nowadays.

Calm Nature
Lickilicky is a good Wish passer thanks to its great bulk and useful ability in Oblivious which prevents Taunt from stopping it. Wish gives Lickilicky a reliable way to recover its teammates' HP and its own as well. Protect allows Lickilicky to scout the opponent's moves, nerf a potential Z-move and a free turn to heal after using Wish (If Lickilicky is using Toxic, it also makes the opponent to rack up on poison damage). Toxic allows Lickilicky to poison opponent's that Lickilicky would otherwise not be able to beat and thanks to Oblivious, Lickilicky can afford to miss out on offensive moves. On the other hand, Seismic Toss is the best offensive move Lickilicky has at its disposal which allows it to deal consistent damage to all opponents, specially to those immune to Toxic. Finally, Heal Bell is what allows Lickilicky to support its team and cure any status ailments.
Partners
Pyukumuku: This pokemon is able to take into set-up sweepers and stall them out due to Unaware. Thanks to Lickilicky's immunity to Taunt and access to Wish, it appreciates having Lickilicky as a partner.
Mareanie / Toxapex: Thanks to its resistance to Fighting and Regenerator, it makes a strong partner with Lickilicky while threatening to land burns on physical attackers with Scald which is something that Lickilicky appreciates.
Sableye: With an immunity to Fight and priority Taunt / Will-o-Wisp with Prankster, it makes for a solid partner Lickilicky can rely upon to handle the Fighting types it hates facing.
Clefable: It forms a solid partnership with Tyranitar while being able to check the Fire, Steel and Flying types that pose a threat for Celebi's sweep.
Granbull: It's Fairy typing and Intimidate, makes Granbull an ideal partner for Lickilicky who also benefits from Wish passing.
Druddiggon: While it doesn't synergizes defensively with Lickilicky, thanks to its ability to pass Wish, Druddiggon heavily appreciates the support while being able to set up Stealth Rock reliably thanks to Mold Breaker.
Other Options
Lickilicky can run a more offensive set with great coverage moves like Power Whip or Earthquake but it is completely inferior to almost any other relevant offensive Normal type Pokemon.
Countering Lickilicky
Scrafty, Lucario, Hariyama or pretty much any relevant Fighting type user, will be able to crush Lickilicky. Guts users like Hariyama, have the added benefit of getting even stronger by being inflicted by status and dent bigger holes on Lickilicky's team.
Strong neutral physical hits will also dent Lickilicky. It's also pretty easy to take advantage of Protect turns by setting up with Swords Dance or Dragon Dance considering Lickilicky's passivity.
